Blue Quill Community Issues Survey

Please take a couple of minutes to fill out our survey.  It will help us address and prioritize the issues of the community, including cycling corridors, restricted parking programs, and surplus school sites.

Blue Quill Community Forum

Blue Quill now has created a forum so that residents and visitors can share observations, thoughts, and opinions on issues that arise in our community.  The various threads may be used to comment on issues  from parking to lost pets.  As we share these issues with many of the Community Leagues in Edmonton, participation in the forum is not limited to Blue Quill residents.

Cycling Corridor Presentation

paths

Michael Walters, Alberta Party candidate for Edmonton-Rutherford, recently canvassed our neighbourhood and found that the on--street bike paths were the biggest issue on every doorstep.  The Ad hoc Committee for Transportation/Development Issues  has created the above  “Green Paper” presentation (intended to prompt discussion and feedback) relating to the cycling corridors route selection in Blue Quill.  A full resolution version may be found here: Cost-Benefit(3-full).mov.   It was created using Quicktime and may be navigated using your play button, mouse and/or keyboard arrows.  Please view this presentation and provide your feedback through our new forum.

Surplus School Site - Follow Up Meetings

The City has been moving forward with its plans to create high-density zones around our LRT stations and has issued draft guidelines to that end.  In parallel, it has targeted Blue Quill with three developments on land that was formerly designated for schools.  The community league has not been consulted on the rationale for such developments.

The Skyrattler site (”Z”) will be the first and a short list of builders has been identified.   A Request For Expression of Interest (RFEI) process occurring for the Surplus School site on the north east corner of Blue Quill park site (“Y”).   The Ad Hoc Development and Transportation Committee believes that there may have been a deal with the City that would affect the disposition of the last site (“X”).  The ad hoc committee had a meeting on March 15th at the Community League to present information that it has learned, draw on the collective knowledge of the community, and to allow volunteers to be recruited to deal with associated development issues.  Click to view a copy of the meeting presentation.  A higher resolution copy of the presentation may be found here.  In either case a copy of Quicktime is required. The Community League's letter to the city may be found and discussed here.

Blue Quill Proper Residential Parking Program

civicsWith the expansion of the LRT to southwest Edmonton, the opening of the Century Park station and the adjacent park and ride facility come increase traffic in to our community. The ridership volume has exceed Edmonton Transit's forecast and the scaling back of park-and-ride facilities has created a park problem in our community.

To address the parking concerns in our neighbourhood, the Blue Quill Ad Hoc committee has negotiated with the City of Edmonton the details of implementation of a Residential Parking Program for our community. The residents in the initial area designated for the program (see map) has been contacted by the City via Transportation Bulletin on March 27, 2012. The program will restrict parking to 2 hours maximum (3 hours on 25Av/112St along the park), Monday to Friday, 8am-6pm. Residents in affected area are eligible for free parking permit(s) for all registered vehicles in the household that allow unrestricted street parking any time. Residents can also apply for additional temporary free parking permits for visitors. Other types of free permits (social event, construction work) are available as well. Once the program is established, the area can be adjusted on block-by-block basis, both to be included or excluded as residents see fit.

The second Transportation Bulletin indicates that the program will start with sign installation on April 30, 2012. It also describes how and where to apply to for the Resident Parking Permit and any visitor parking permit(s) that residents may need.

If you have any questions or comments please express them via forum (click on the map) or contact Peter Seres at bqcl_rpp@telus.net.

Skyrattler Residential Parking Program

With the expansion of the LRT to southwest Edmonton, the opening of the Century Park station and the adjacent park and ride facility come increase traffic in to our community. The ridership volume has exceed Edmonton Transit's forecast and the scaling back of planned park and ride facilities has created a park problem in our community. To address the parking concerns in our neighbourhood, the Blue Quill Ad Hoc committee will be working with the City of Edmonton to investigate a Residential Parking Program for the affected parts of Skyrattler. In order to have a Residential Parking Program put into place we need to present the City with a signed petition from the residents of the Blue Quill community. If you would like to help with the investigation please contact Tim Battle at skyrattler2012@gmail.com.

Ad Hoc Committee Formation and Structure

At the Annual General Meeting of the league, the members resolved to set up an ad hoc committee to deal with transportation and development issues accumulating in Blue Quill. Neil Dunwald (780-437-3457) was elected as Director of Civics for the community league and will chair this committee. For the purpose of organizing, the following issue-specific sub-committees are proposed with volunteers stepping forward as Interim Chairs for 4 of them.

1.0 Restricted Parking Programs Subcommittees

1.1 Blue Quill Proper - Peter Seres
1.2 Blue Quill Estates - Vacant
1.3 Skyrattler - Tim Battle
1.4 Sweet Grass - Vacant

2.0 Cycling Transportation Corridor - Brenda Pullen

3.0 Surplus School Sites/First Time Home Buyers - Richard Hughes

Sub-committees will form their internal structures and rules, research problems, and recommend plans to the ad hoc committee which will likely be formed of the sub-committee chairs.  Volunteer lists from the October 12 Open House have been turned over to the Interim Chairs.  If you would like to contribute your talents to the committee or a sub-committee whether by way of committee work, research, legal advice, door-knocking or otherwise, please contact the appropriate individual.  Similarly, if you would like to be on a contact  mailing list, please contact civics@bqcl.org.
